Charlotte was born on March 3, 1945 in Denison, TX to Frank and Lois Dowd. She moved to Amarillo as a child, where she attended Bowie Middle School as well as Amarillo High School. She worked in many occupations throughout her life, including car hop and nursing home administration. The role she loved the most however, was caring for her family. She was a doting "Momo," "Gigi" and "Grandma" to her grandchildren. She was an active Jehovah's Witness and enjoyed reading her Bible daily. In her free time, she loved to crochet, work crossword puzzles and play solitaire.

Charlotte is survived by 3 daughters, Janet Riley and husband Eddie, Jeana Weaver and Jessica Neuhauser and husband Mike; 2 sons, Jesse Garrett and wife Sherry and Jim Bo and significant other, Paula McQueen; 2 sisters, Debra Martinez and Kaye Dowd and brother, Ray Dowd, all of Amarillo, as well as 18 grandchildren and 12 great grandchildren.

She was preceded in death by her parents; 2 sons, Johnny Garrett and Matt Dobbins; 2 grandchildren, Matthew D. Dobbins and Aaron Carter; 3 sisters, Mary Lois Dowd, Frankie Dowd and Barbara Gann and her bridge over troubled waters, Leon Hinkle.
