To Van Houang was born on June 5, 1966 in Laos to Pao Van Houang and Ge Lo Thi. He moved to Amarillo as a child, where he graduated from Palo Duro High School in the mid 1980's. He worked as a chef for most of his life. To enjoyed playing soccer and Muay-Thai Martial Arts.

He is survived by 6 sisters, Sengchanh Phengphachanh, Chuen Houang, Linda Ouanemalay, Toc Houang, Donna Phomsopha, Candy Houang and brother, O Houang and many nieces, nephews and great nieces and nephews.

He was preceded in death by his parents; sister, Bee Vongsurith and nephew, Phil Phengphachanh.
